From CAAA: "CAAA is a nonprofit, professional organization of licensed public and private adoption agencies. Public adoption agencies work with children who have been removed from their families of origin and placed into foster care while decisions are made for their well being regarding returning to their first families or being placed for adoption. Private adoption agencies work with first family members who want to (choose to) place their children for adoption directly without those children being placed into foster care. Private adoption agencies can be licensed to work in either domestic adoption placements and/or international adoption placement for children born in other countries."
